A maintenance SLA is a contract that fixes scope, measurable response and resolution times, and the evidence needed to prove compliance. Aligned with EN 15341 KPIs and run through a CMMS such as FullyOps, it must cover scope, priorities, response time, resolution time, KPIs and records. Below we give clause-level wording, measurable examples and operational advice you can apply to your own contratos de manutenção SLA.
En bref
- Choose a short KPI list from EN 15341, defining each measure’s start and stop events, exclusions, and system of record; set targets from historical performance.
- For safety or total outages, require immediate acknowledgement, arrival within hours, and temporary restoration that day; cosmetic faults can wait for planned visits.
- Make CMMS timestamps the contractual source of truth, and require work orders to record requests, priorities, technician acknowledgements, arrival, work start, parts, completion, and client approval.
- Attach monthly reports on performance and breached targets to invoices, while giving the client live system access or arranging independent checks of provider records.
- Name a client contract manager, review breaches and backlog monthly, assess KPI trends quarterly, and tie capped service credits to measurable failures with cure periods.

What should the core clauses of a maintenance SLA say?
Start with scope. Name the sites, asset groups and maintenance types covered (preventive, corrective, predictive), and list the exclusions just as explicitly. Vague scope is the most common source of invoicing disputes, because each side assumes the other owns the grey area.
Next, assign roles. A public maintenance contract such as CONTRATO nº 131/2025 names a contract manager and resident technicians, defines working hours for different maintenance levels, and sets reporting and invoicing requirements. That structure is worth copying in private agreements too.
Priority levels then link each incident type to a service commitment. Define each level by business impact (safety, downtime, comfort), not by who shouted loudest.
The clauses we expect in every maintenance SLA:
- Scope and exclusions: assets, locations, maintenance types, and what is expressly not covered.
- Roles: client representative, provider, contract manager, resident technician, with a named escalation path.
- Priority matrix: impact definitions that map directly to response and resolution commitments.
- Deliverables: work orders, spare parts handling, periodic reports and handover documentation.
- Pricing and invoicing: unit prices, fixed fees, what triggers extra charges, and the evidence attached to each invoice.
Conseil de pro : Write each commitment as “[who] must [do what] within [how long], measured from [which timestamp]”. If a clause lacks the last part, it cannot be audited.
Which KPIs belong in a maintenance contract?
EN 15341 groups maintenance indicators into economic, technical and organisational categories, intended for measurement, benchmarking, diagnosis and planning improvement. The standard’s KPI matrices also span sub-functions such as maintenance management, HSE and administration, so you can choose only the indicators that fit your contract.
For most SLAs, a short list beats a long one:
- Response time: from request logged to technician acknowledgement.
- Mean time to repair: from fault logged to asset back in service.
- PM compliance: define in the contract when a task counts as compliant in relation to its scheduled interval.
- Availability or uptime: for critical assets only, with a defined measurement window.
- First-time-fix rate: share of corrective jobs closed without a return visit.
- Backlog: open work orders by age and priority.
EN 15341 applies to all physical assets, including industrial plants, infrastructure and buildings, so one KPI vocabulary can serve a mixed portfolio. Source
Set targets from your own history first, then tighten them. A target you cannot currently meet creates penalties, not improvement. Define every KPI in the contract itself: start event, stop event, exclusions such as access delays, and the system of record. Our maintenance KPIs guide expands on how to calculate each indicator.
How do you prove SLA compliance with a CMMS?
Compliance is only as strong as the data behind it. Require the provider to record these fields on every work order:
- Request received timestamp, with channel and requester.
- Priority assigned, and by whom.
- Technician acknowledgement timestamp.
- Arrival on site and work start timestamps.
- Parts used, with quantities drawn from stock.
- Completion timestamp, cause code and the client’s sign-off.
Agree a reporting rhythm in the contract. A monthly report should contain response and resolution performance by priority, PM completion, backlog ageing and the work orders that breached their targets, each linked to its record. That pack becomes the attachment to the invoice, so payment and performance travel together. Our work order checklist shows how quick assignment protects your response clock.
Be cautious with self-reported data. Providers can unintentionally under-report failures or mask gaps, so give the client read access to the live system or arrange periodic independent verification. Keep historical data too: auditors of ISO 41001 systems value long-term trends over single snapshots.

Conseil de pro : Make the CMMS timestamp the contractual source of truth, and state that phone calls and emails not logged in the system do not start the clock.
What do response and resolution time bands look like in practice?
Separate acknowledgement from technical resolution. Acknowledgement means someone has taken ownership of the ticket. Resolution means the asset is restored. Mixing the two lets a quick phone call hide a slow repair.
Illustrative bands you can adapt (values depend on asset criticality, so calibrate them to your own risk assessment):
- Priority 1, safety or total outage: immediate acknowledgement, on-site start within hours, temporary restoration the same day.
- Priority 2, major function degraded: acknowledgement within the hour, on-site start the same working day.
- Priority 3, minor fault with workaround: acknowledgement the same day, resolution within a few working days.
- Priority 4, cosmetic or planned improvement: scheduled into the next planned visit.
Public practice follows a similar logic. Portuguese public maintenance contracts can specify working hours for different maintenance levels and appoint a contract manager to monitor quality and deadlines. CONTRATO nº 131/2025 illustrates the structure: defined working hours per maintenance level, a named manager, resident technicians, periodic reporting and unit pricing.
How should governance, penalties and reviews work?
Appoint a contract manager on the client side, with authority to accept work, approve reports and raise breaches. The provider’s resident staff handle daily coordination. Without a named owner, SLA breaches get noticed late and argued over.
Run two review rhythms:
- Mensuel : breaches, backlog ageing, PM completion, open escalations and parts shortages.
- Trimestriellement : KPI trends, target reset, recurring failure causes and training needs.
Draft penalties as proportionate and measurable: a service credit tied to a specific breached KPI, capped, with a cure period for first occurrences. Pair them with a modest incentive for sustained over-performance so the contract rewards improvement, not just punishes lapses. Agree in advance which delays (access refused, client-approved postponements) pause the clock.
Conseil de pro : Review KPI data over an appropriate period, not just the latest reporting period. A single bad month is noise, and a three-month slide is a cause worth acting on. Our performance analysis tutorial shows how.
For recurring disruption, planning around occupants also matters: this guide to minimising repair disruption covers scheduling contractor work in occupied buildings.
An editorial view: your SLA is only as good as its worst definition
Most SLA disputes do not come from missing clauses. They come from one ambiguous word: “response”, “completed”, “critical”. I would rather see a short list of tight, auditable KPIs than a long list of loose ones. Frame the contract around ISO 41001 thinking: maintenance goals traceable to organisational objectives such as availability and safety. Your immediate checklist:
- Review scope and exclusions.
- Set priority bands by impact.
- Choose a short list of KPIs.
- Require CMMS timestamps.
- Fix the reporting rhythm.
- Name the contract manager.

FAQ
What is an SLA in a maintenance contract?
It is the part of a maintenance contract that defines measurable service levels, such as response and resolution times by priority. It also states how performance is measured, reported and enforced. Without it, a contract describes work but not quality.
What are examples of maintenance service level clauses?
Typical clauses cover scope and exclusions, a priority matrix, response and resolution targets, reporting duties and a named contract manager. CONTRATO nº 131/2025 is a public example including working hours, resident technicians and invoicing requirements.
Which KPIs should an SLA include?
Choose a short list: response time, mean time to repair, PM compliance, availability, first-time-fix rate and backlog. EN 15341 provides the framework of economic, technical and organisational indicators from which to select.
How do you monitor SLA compliance?
Use a CMMS as the single record, require timestamps at each work order stage and issue a monthly report. Add independent verification where the provider controls the data.
