Best maintenance compliance software in Portugal compared

The best option for maintenance compliance in Portugal is the one that matches the duties you actually carry. Fire-safety and building-systems teams may be well served by a specialised tool. Industrial, facilities and field service teams that need work orders, preventive schedules, inventory and audit-ready records in one place will find a full asset and field service platform such as FullyOps a better fit. Below we set out the legal baseline, the criteria that matter, and a side-by-side comparison of four options.

TL;DR

  • Maintenance compliance in Portugal is a mix of building-systems rules, workplace safety duties and, for some organisations, ISO asset management requirements. The right tool depends on which of these apply to you.
  • Specialised tools cover narrow areas well: fire safety checks, SCIE records or non-conformity logs. Teams with wider maintenance operations need work orders, schedules and inventory tied to the same evidence.
  • FullyOps combines asset lifecycle management, work order control, operational analytics and real-time field data in one platform, with Basic, Professional and Advanced plans.
  • Judge any platform on records, deadline alerts, responsibilities, integrations, security and support, not on feature lists alone.

What maintenance compliance means in Portugal

Maintenance compliance means being able to prove, with dated records, that the right work was done on the right asset by the right person at the right time. Portuguese rules do not describe one single regime. They arrive from several directions, and a facilities or industrial team often falls under more than one.

Building technical systems. Decree-Law no. 101-D/2020 requires technical systems in operational large commerce and services buildings to have an updated maintenance plan, prepared by a qualified technician and submitted to Portal SCE, with the results of its execution submitted annually. In addition, Despacho no. 6476-C/2021, published on 1 July 2021, subjects technical systems in residential, commercial and service buildings with nominal power above 70 kW to periodic inspections.

Workplace safety. Under Articles 281 to 284 of the Labour Code, the employer must ensure basic safety and health conditions, including the inspection and maintenance of work equipment, networks and installations, as the government’s guide to occupational safety and health explains.

Legionella prevention. Law no. 52/2018 requires those responsible for specified systems and networks to apply a maintenance and cleaning programme and keep an updated record of the actions taken. ASAE and ACT, among other authorities, inspect compliance.

Asset management standards. Where you work to ISO 55001, outsourced maintenance still sits inside your compliance perimeter. The ISO guidance on outsourcing asset management stresses that organisations must define control measures, documentation requirements and performance monitoring for outsourced activities. It also says the details of those activities should be kept as documented information, so that service levels can be shown to align with asset management plans.

The common thread is evidence. An inspector, an auditor or a tender evaluator rarely asks whether you maintain your equipment. They ask you to show the plan, the schedule, who did the work, when, and what happened to every anomaly. For a deeper walkthrough of the records side, see our guide to maintenance compliance records for inspections and tenders.

What a compliance platform has to do

Before comparing products, agree on the criteria. These are the ones we see matter most to maintenance managers and facilities consultants:

  1. A maintenance plan tied to assets. Each asset needs its schedule, its history and its responsible person in one record. Our guide to creating maintenance schedules for reliable assets shows how that structure is built.
  2. Deadline alerts. Overdue inspections are the most common finding in any audit. Automatic reminders and named owners reduce that risk.
  3. Evidence kept centrally. Photos, signed reports, certificates and checklists should attach to the work that produced them.
  4. Non-conformity handling. Anomalies need an owner, a corrective action, a due date and a closing record.
  5. Reporting. You should be able to export the annual results of your maintenance plan, or the history of a given asset, without rebuilding it from spreadsheets.
  6. Integrations, security and support. A platform that cannot exchange data with your ERP, building management or accounting systems creates double entry. Pricing can also depend on support, implementation services and add-ons, and SelectHub notes that implementation complexity and hidden costs belong in the decision from the start.
  7. Roles and permissions. Technicians, administrators and managers need different views, and an auditor needs read access without edit rights.

A useful starting point for your own internal review is our maintenance compliance checklist for industrial success. If you work in healthcare or other sensitive sites, a sector-specific example such as a hospital maintenance checklist for facility managers shows how detailed equipment-level checks can become.

a FullyOps

At a glance. A cloud platform for companies that manage industrial, facility, automotive or electronic assets, with tiered plans by user type: technicians, administrators and managers.

Core features. Work order management, preventive maintenance scheduling, technician and team workflows, inventory tracking, integrated reporting, performance analytics, roles and permissions, and API access for integrations with other systems.

Who it’s for. Facilities management firms, industrial manufacturers, maintenance contractors and operations managers with technical teams to coordinate. It is not designed for individual technicians or occasional DIY use.

Unique value. We designed FullyOps to combine asset lifecycle management, work order control, operational analytics and real-time field data collection in a single platform built for maintenance use cases. The compliance trail is then a by-product of daily work: each intervention is logged as it happens, rather than reconstructed before an audit.

Real-world use. A facilities contractor with several sites schedules preventive tasks per asset, assigns them to technicians, collects results from the field and generates the history an inspector or tender evaluator asks for. To see how the flow works, read our five-stage work order workflow.

Pricing. FullyOps has no published price. Plans are Basic, Professional and Advanced, paid monthly or annually, and you start from a demo or trial on fullyops.com.

e-MAPs

e-MAPs is a Portuguese platform focused on safety. According to its own description, it centralises mandatory checks, equipment maintenance, anomalies, inspections, training and drills, with dates, responsible persons and documentary evidence, plus automatic deadline alerts and real-time follow-up. It is a strong fit if fire safety and drills are your main concern. Teams that also need broader work order management, spare parts and technician dispatch would typically pair it with another system.

Portal SCIE

Portal SCIE targets the maintenance records required for fire safety in buildings. It publishes a base licence for one block at €35/month and an annual plan for one building and one block at €670.90/year. That transparency helps with budgeting, but the scope is the SCIE system, not a company’s whole asset base, so confirm the current price and what the licence includes on its own website before you decide.

Eurofins EcoGestor

EcoGestor’s Non-Conformities module records and centralises non-conformities, assigns owners, follows corrective and preventive actions, sends due-date notices, stores related documents and images, and lets you control status, classification and closure. It suits quality and environmental teams who need a structured non-conformity process. It is not a maintenance scheduling or field service tool in itself.

Which one to choose

  • You manage fire safety checks and drills for buildings: a specialised safety tool covers that ground. If you also run the technical teams behind those checks, FullyOps lets you connect the checks to the work orders that resolve them.
  • You run industrial or multi-site maintenance with technicians, spare parts and recurring schedules: an asset and field service platform is the right category, and FullyOps is built for it.
  • Your main gap is a log of non-conformities for quality audits: a dedicated module works, but check how it connects to the maintenance work that closes each finding.
  • You outsource part of your maintenance: choose a tool that gives you documented control over contractors’ work. That is what the ISO guidance on outsourced activities expects.

Most compliance failures we see described are not about missing equipment. They come from outdated documentation, incomplete records and unclear responsibilities. A platform solves those only if technicians actually use it, so test usability with the people who will be on site.

How to evaluate a platform before you commit

Run an audit scenario in the demo. Pick one asset and ask the vendor to show its full history, the next due task, who owns it and the evidence attached to the last intervention. If it takes more than a few clicks, expect pain at audit time.

Check what happens to an overdue task. Does the system alert the owner, escalate to a manager and keep a record of the delay? Overdue items are what inspectors look for first.

Ask about integrations. Request details of the API and of existing connections to ERP, accounting or monitoring systems. Double entry is where records drift out of date.

Understand the full cost. Ask what is included in each plan, how users are counted, and what implementation, training and support cost on top. Review the terms for data export so you keep your records if you ever change provider.

Review security and roles. Confirm who can edit or delete records, and whether an auditor can be given view-only access.

Five checks for evaluating maintenance software

Start with a pilot. Load one site or one asset family first. Our lista de verificação de gestão de ordens de trabalho can help you define what to test.

Our perspective

We built FullyOps on one conviction: compliance should be a consequence of good maintenance, not a separate paperwork exercise before an inspection.

When work orders, schedules, inventory and field data live in the same platform, the evidence an inspector or a tender evaluator wants already exists. Each intervention has a date, an owner and a result, because that is how the technician closed the job.

For operations managers, that means fewer last-minute spreadsheets and a clearer view of which assets are at risk. For facilities consultants and contractors, it means a record you can show to clients with confidence. Specialised tools have their place, but a maintenance team that has to coordinate people, parts and assets will get more from a platform designed around that whole flow.

Perguntas mais frequentes

Is maintenance software mandatory in Portugal?

No law we reviewed requires a specific software product. The duties concern the maintenance plan, inspections, records and the employer’s responsibility for equipment safety. Software is simply the most reliable way to keep those records current and retrievable.

Which Portuguese rules should a facilities team check first?

Start with Decree-Law no. 101-D/2020 if you operate large commerce and services buildings, Despacho no. 6476-C/2021 for technical systems above 70 kW, and Law no. 52/2018 if you manage systems relevant to Legionella. Add the Labour Code duties on work equipment. Ask a qualified technician or your safety consultant to confirm which apply to each site.

What records do auditors usually expect?

Expect requests for the current maintenance plan, dated evidence of completed tasks, named responsibilities and the handling of anomalies. Where you outsource, ISO guidance also expects documented control of the contractor’s activities and performance. A platform that stores these against each asset makes the request easy to answer.

Does FullyOps publish its prices?

Not at present. FullyOps offers Basic, Professional and Advanced plans, paid monthly or annually, and pricing is discussed after a demo or trial. You can start from fullyops.com.

Can one platform cover both preventive maintenance and compliance reporting?

Yes, when it ties schedules, work orders and reports to the same asset records. That is the approach FullyOps takes, and our guide to maintenance reporting for HVAC asset reliability shows what such reporting looks like in practice.
